RÉSUMÉ

Le présent ar ticle a pour objectif d’apprécier la n ature de la politiqu e fiscale de s pays

de l’UEMOA dans un c ontexte de renfo rcement de l’intégration économique. No us

estimons un modèl e spatial autorég ressif (SDM) sur la pé riode 2000 –2017. L’outil

fiscal stratégique utilisé est l a pression fi scale et nous montrons que le coef ficie nt

d’autorégression spatia le est globalement signif icatif. Les résultats r évèlent qu’il existe

dans l’UEMOA un e concurre nce fisca le; cette co ncurren ce fiscale e st accentué e

par des facteu rs socio-économiques hé térogènes tel s que les dépenses publiques, le

chômage, la volont é de promouvoir les se rvices e t l’ouverture commer ciale. Le papi er

conclut sur des o rientation s successibl es de favorise r davantage une sy nergie fi scale

entre les pays de l’UEMOA.

ABSTRACT

The objecti ve of this article is to evaluate th e nature of tax pol icy in West Africa n

Economic an d Monetary Un ion WAEMU countr ies with the vie w to strengthening

economic inte gration. We estimate a spatial autoregress ive model (SDM) over the

period 200 0 to 2017. The strategic tax tool used i s that of tax burden and we

demonstrate that the spatial autoregressive coefficient has overall significance. The

results reveal t hat there exist s a tax competit ion within the WAEM U zone which

is acerbated by heterogonou s socio-eco nomic factor s such as public e xpenditure,

unemployme nt, the will to promote the provisio n of service s, and free trade. T his

article con cludes on possibl e orientations which could foste r tax synerg y amongst

WAEMU countries.
