ABSTRACT
The Kampa la Capital City Authority ( KCCA) a re optimistic that reforms c an yield
substantial own source revenues if the reform strategy and implementation processes
are well designed and executed. Within four years of establishment, the KCCA
increased the ir own source revenue by mor e than 100 per cent. Kampala’s succ ess can
be attributed to improved and modernised administrative processes and procedures,
increased capacity, insourcing of requisite skills and knowledge and increased use
of automation. The research underscores the successes of the KCCA’s revenue
enhancement from own source revenues, especially from the recurrent property tax,
to identify lessons for other African local governments. To achieve its objective,
the study used a literature review methodology. The evaluation from the literature
collected involves a qualitative re view of the strategy used by the KCCA sinc e 2010
to enhance its own source revenue. It is noteworthy that research and analysis of
impediments, bottlenecks, and key sources of revenue informed the reform strategy
that was eventually developed and implemented by the KCCA. In addition, a
strong focus was placed on reducing taxpayer compliance costs, increasing voluntary
compliance, and increasing taxpayer and stakeholder engagements including the
extensive use of social media. Consequently, Kampala’s successes were achieved
without the necessity of any legislative changes. Hence, the experience of Kampala
offers valua ble lessons for many African cities.

RÉSUMÉ
Les Autorit és de la cité capitale de K ampala (KCCA) sont optimist es que les réformes
peuvent générer des revenus autonomes substantiels si les stratégies de réforme et le
processus d’implémentation sont bien conçus et exécutés. Durant les quatre années
de son existence, le KCCA a augmenté ses revenus autonomes de plus de cent pour
cent. Le succès de Kampala peut être attribué à une amélioration et modernisation
des processus administratifs, un renforcement des capacités, à l’internalisation des

compétences et connaissances requises et à une augmentation de l’utilisation de
l’automatisation. Cette recherche souligne les succès de l’amélioration des revenus
autonomes de la KCCA à partir de la taxe foncière récurrente afin d’identifier
les leçons pour d’autres gouvernements décentralisés africains. Afin d’atteindre
ses objectifs, l’étude fait une analyse méthodologique de la revue de la littérature.
L’analyse de la l ittérature consultée s’est focalisée su r une revue de la stratégie utilisée
par la KCCA depuis 2010 pour accroître ses revenus autonomes. Il est important
de souligner que la réforme stratégique que la KCCA a éventuellement développée
dérive des rec herches et analyses des o bstacles, goulots d’étranglement et l es principales
sources de revenus. De plus, un accent particulier a été mis sur la réduction des
coûts de conformité des contribuables, l’augmentation de l’observation volontaire,
et l’augmentation de l’interaction entre les contribuables et les parties intéressées
incluant l’utilisation intensive des médias sociaux. Par conséquent, les succès de
Kampala ont été atteints sans avoir eu recours à une modification législative. De ce
fait, l’expérience de Kampala offre des leçons précieuses pour de nombreuses villes
africaines.

RESUMO
A Kampala Capital City Authority (KCCA) está optimista de que as reformas
podem gerar receitas substanciais de fonte própria se a estratégia de reforma e os
processos de implementação forem bem concebidos e executados. No prazo de quatro
anos após o estabe lecimento, a KCCA aumentou as sua s receitas de fonte própri a em
mais de 100%. O suc esso de Kampala pode ser atr ibuído à melhoria e moderniza ção
dos processos e procedimentos administrativos, ao aumento da capacidade, à
internaliza ção das competência s e conhecimentos nece ssários e a uma maior utilização
da automatização. A investigação sublinha o sucesso do aumento das receitas da
KCCA a partir das receitas de fontes próprias, especialmente do imposto sobre a
propriedade recorrente, para identificar lições para outros governos locais africanos.
Para alcançar o seu objectivo, o estudo consistiu de uma recensão bibliográfica.
A avaliação da literatura recolhida envolve uma revisão qualitativa da estratégia
utilizada pela KCCA desde 2010 para aum entar as suas receitas de o rigem própria.
É de salientar que a investigação e análise de impedimentos, estrangulamentos e
fontes-chave de receitas serviram de base à estratégia de reforma que acabou por
ser desenvolvida e implementada pela KCCA. Além disso, foi colocada uma forte
atenção na re dução dos custos de cumpr imento por parte dos contr ibuintes, no aumento
do cumprimento voluntário e no aumento dos compromissos dos contribuintes e das
partes inte ressadas, incluindo a utilizaçã o extensiva dos meios de comunic ação social.
Consequentemente, os êxitos de Kampala foram alcançados sem a necessidade de
quaisquer alterações legislativas. Por conseguinte, a experiência de Kampala oferece
lições valiosas para muitas cidades africana s.
