Go into absolutely any government office in ANC-controlled jurisdictions and see the lack of supervision regarding the management of groups of members of the public

You will never see a sign indicating “Queue Here” or “Sit here — No 1, No 2 etc”.

People simply mill about hoping they are in the right place or position to eventually be served.

Yet...
